In 2007, California became the first state to ban the use of certain phthalates in children’s toys, due to the potential health hazards they pose. Phthalates are plasticizers added to PVC (poly-vinyl chloride) to provide softness and flexibility to an otherwise brittle plastic material. Since phthalates are not chemically bonded to PVC molecules, they become liberated from the PVC, especially when subjected to mechanical stresses (such as a child’s chewing), exposure to solvents (fats, oils, and saliva), and temperatures above 85° F.
